Green energy in Romania: how the Casa Verde solar programme is evolving

Amid growing concern for a sustainable energy future, the Casa Verde Fotovoltaice programme is going through some key moments in 2024.

Suspended in 2023 and resumed at the start of 2024, the programme got under way after some of the 30,000 beneficiaries received approval from the Environmental Fund Administration in January, and others in February. The programme was unblocked through amicable settlements with those who had contested it. Even so, another 30,000 beneficiaries are still waiting for their applications to be approved.

The approval process

The entire budget for Casa Verde Fotovoltaice 2023 was approved in the Government session of 28 February 2024, with the endorsement of the Ministry of Finance. In an earlier interview, the AFM president said that once the budget was approved, the full list of beneficiaries declared eligible by installers and awaiting AFM approval would also be published.

Outlook for the upcoming Casa Verde 2024 session

The president of the Environmental Fund Administration, Laurențiu Neculaescu, confirms that the 2024 session will be similar to the previous year's, with some differences. Installers accredited in 2023 will remain valid in 2024, removing the need for a new accreditation session. The generous budget of 2 billion lei for private individuals under the Casa Verde Fotovoltaice programme for 2024 represents a significant increase over the previous year.

Enrolment for the 2024 session will open in June, roughly 2–3 months after the 2023 beneficiaries are approved, giving those interested the opportunity to join the programme — this time with a single enrolment day per region.
